I did both. Several years ago I got extra pages for my passport and earlier this year I got a new passport. If you're within a few years of needing renewal, I'd definitely recommend getting the new one. I had both processed through the consulate at Cebu. It takes a bit longer there than going to Manila, but both times in Cebu I just walked in, filled in the forms, paid the amount (don't remember exactly what it was), left my passport and it was returned to me by mail. The service in Cebu is fast and efficient. Warning: take plenty of cash including small change with you, as they require the exact amount, either in dollars or pesos. Also, the hours of operation in Cebu can be tricky. Best to call ahead. I can't vouch for this, but here's the phone number they list: (32) 231-1261.

Thanks all. I may just get a new passport as mine has only 3 years left on it and a 52 page one should solve my issues. I'd also rather deal with trips to Cebu which can be enjoyable and easy to get to then deal with Manila.
