For the time it took to investigate for this report how many tickets could have been handed out? They play a game of tennis, your serve. Yes LTO is understaffed as we see by lack of products and long waits. They could have the inspections right in the parking lot daily and again hand out many tickets. If just having a warning sign posted of the ticket fees it could possibly encourage people to be more aware but then again, they know there is no enforcement and their plea would be, "I have no money sir." A vicious circle of passing on the blame.
