The Head mechanic at the BF Goodrich shop by CITI Hardware might be able to help you with a Suzuki pickup type vehicle. He does work on my Suzuki multicab minivan. He told me he purchased a mini truck for 60,000 php. If your interested to talk to Michael I will give you his number or your Brother in Law can go to BF Goodrich shop and ask for Head Mechanic Michael.

The brother looked at a toyota cressida that was advertised at 80k,, a automatic that was in pretty good shape, clean and tidy,, the problem was , it did not have the original CR, so we had to leave it,
we are still looking, seems more availability in Cebu

Vehicles in the Philippines retain their value for some reason. You will be hard pressed to find a car that runs for less than P100k. I've seen some clunkers that would cost you no more than $500 in the US go for $2,000 here in the Philippines. Not exactly sure I understand why this is....maybe it has to do with import taxes?
