Yeah, there is no incentive to follow laws without enforcement. It's not an education issue. People will do whatever they can get away with.

You know the more I think about this more I realize it is their own fault (the Authorities,) Stop the Import of these things, Stop the Shops Selling the d*mn things.
Surely a Shop is more likely to be afraid of issues on Fines and closure than the Lad on the Street getting stopped or is that too easy-

What they need is a mobile hydrolic crusher somewhere prominent just for one day,every bike that is illegal cruch it to a cube and word travels fast here as we all know. Once this news was out I think the mindset would change quite quickly.

The city government of Dumaguete is heeding the call of the civic organizations to minimize or eradicate motor vehicles, mainly motorcycles, with loud exhaust pipes by penalizing or jailing the owners unless they install a muffler or insert a silencer to reduce the noise to acceptable level.
The Lions Club of Dumaguete and the Salonga Law Center of Silliman, are mounting an educational drive to improve driver-literacy among tricycle operators in Dumaguete.
In sponsoring the proposed ordinance, Councilor Dandan Teves- Leon, Liga ng mga Barangay President Lionel P. Banogon and Antonio J. Remollo assert that “noise pollution is a public nuisance affecting a person’s emotional and psychological well-being.”
The ordinance seeks to regulate the noise emitted by motor vehicles to tolerable level to be determined by equipment known as decibel level meter. If the decibel level of a motor vehicle is considered a nuisance, penalties shall be imposed.
Under the proposed measure, on first offense, the vehicle will be impounded at the city hall; second offense, a fine of P 1, 000.00 or imprisonment of not more than two months or both at the discretion the court and third offense, shall merit a fine of P 3, 000.00, imprisonment of not more than three months.
In all instances, the unit will only be released to the owners once they install a muffler or insert a silencer witnessed by TMO staff, and to be supported by a certification from the Traffic Management Office evidencing compliance.
The authors stressed the need to deal with “troublesome and reckless vehicle owners and make them act responsibly in the use of their property” as well as instill health consciousness.

The timing is off on this though, usually they do the big talk around Jan 1 and it lasts about a week and then forgotten.-
