I would be curious what the average db level is of the bands/activities at the mall. You cannot carry on a conversation, even in a screaming voice, on most days. Wish they would do something about that, but the people here seem to like it...the louder, the better!!

A lot of them also don't like it, but it is not in the Filipino psyche to raise objection or do something about it. Those who do voice any objection, or complain about poor service or shoddy goods, are in a very small (and often rich) minority. Complaints, and demands for better service, and to get what has been paid for, usually come from foreigners, which in turn gives rise to suggestions that all foreigners are moaners. They kind of miss the point that improving standards and quality is an improvement for everyone, not just the one who did the complaining.

Even when they are talking on the pa it can't be understood due to the volume and the bad acoustics in the Mall

As much as I hate barking dogs at 4 AM, karaoke singers that couldn't carry tune if they put it in a bucket at all hours, engines with no mufflers, I think we all know that Asia is the noisiest place on earth and if we are expecting a quiet life/neighborhood to suit our wishes of tranquility, then we shouldn't have chosen Asia as our place of residence. The PNP will do nothing about anything unless they are specifically commanded to do something and then only do what they are told for a short period of time. I have searched the laws of the Philippines and I already posted the law about noise emissions from motorized vehicles. The part I had to laugh at was that if the motor on the device doesn't actually power the movement of the vehicle, there is no limit to noise emissions. ie: A self-propelled lawnmower must have a muffler, a power lawnmower you have to push does not. They will not be able to do anything about any noise pollution from vehicles until they have set standards and standardized testing procedures. We all know that will probably never happen( at least not in our lifetime).

Just FYI, the vehicle noise emissions in most states in the U.S. is 91 db. Tested in an open area of 300 ft x 300 ft with no vertical obstructions of any kind. The vehicle must pass by a sound meter that is positioned 5 ft off the ground and 30 ft from the passing vehicle and the vehicle engine must be operating at 3,000 RPM and traveling at 30 MPH. Even if a vehicle passes this standard test, it will still be loud enough to set off car alarms in any direction for about 200 feet.

There was a fiesta near us, the very drunk karaoke singer if you could call it that carried on until 3am; I complained to the landlord next morning, I was the bearer of bad news for 3 of the 8 apartments, she said she had already complained to the barangay official, so I marched right to the official and asked what he would do , he said the noise must cease by 9pm, he said he and others that roam around at night would enforce the rule, next night we all slept very well.

mufflers??? we calls ém fart cans back home...
to me, the excessive noise generated by motorcycles in duma and surrounding areas is rediculous. i refer to the stretch of Perdices between Silliman and Quezon park as thunder alley.

we live in a sparsely populated area serviced by 1 jeepney trip a day and on-demand habel habels at all hours. our house is about 150 meters off the road, the jeepney is relatively quiet but most uphill bound motors make so much noise that you have to raise your voice to talk to a person next you when a bike is passing. at the place we lived before this one, we had to stop a video or miss the dialogue for that portion of the film while one person on a bike was passing.

personally, the motorcycle noise in duma area is bad enuf that we are considering looking elsewhere before we buy

my vote: only allow stock mufflers or their equivalent.

    norm : ))~

I'm glad you cleared that up .. I thought it was because I was trying think, read, sleep, or have a conversation and had to stop and wait for the little 10hp buzz rocket race bike to go by.
