USPS.com sells stamps and labels online. I know you can pay for and print mailing labels but I am not sure if they include postage. The ones they print at the Post Office include the postage so I would guess the ones online do too. You can buy stamps online, minimum 20, but I don't know if they give you something to print that works as postage or not. Just go to their site and check it out. Looks like the labels would be the way to go. It's free and easy to register on the site. You can do mail forwarding, change of address, temporary stop mail, etc., all online. Easy to use and works well.
Thank you for the useful information Joy! For this particular ballot issue I think I will just send the ballots direct to NC by LBC or DHL to make sure they get to N.C. hassle free and on time.
