    Yeah. That is a Philippines problem, possibly understandable for latest tech. I think I know the cable you are talking about. USB 3.0 cable?
    I did mechanically tether most times as the simplest option. If the power went out I would have 6-7 hours on the laptop and a further 9-10 hours on my phone of internet. Backup batteries beyond that. I didn't have to physically tether the phone to the laptop as the phone had wifi hotspot capability. In the phone settings I enabled my laptop to use the wifi but nobody else could without the password.
