From my personal experience I find many of the things on that list more than what I pay when going out. (If Dumaguete is the first price listed.)
Remember that Numbeo's content is user generated. Very few expats living in Bacolod so the prices are going to be largely submitted by locals. Not putting them down but they are capable of living at much lower costs that expats are (even if an expat WANTED to live as cheap as a local I don't think they would be able to).
I think that this:

might mean that there were 29 contributors from Dumaguete and 27 from Bacolod. If that's the case that's a mighty small sample group....and we know absolutely nothing about their social or economic status....or even motivations behind posting the info
