    On a note about this, this is an issue often caused by a poorly made speed bump. Most of the speed bumps are made poorly and high which scratches the undercarriage of the motorcycle by its engine even if going slow. They could make speedbumps that are just a couple inches high and a bit flatter on top w/o the whole hill effect and be just as effective w/o riskying damaging motorcycles undercarriage.

    Urban environment, avoiding the roads is impossible. You can teach your kids to be safe in the road (I know most here don't) but there is only so much being careful can do.....if someone comes flying around a corner at a speed that a pedestrian can't react fast enough to get out of the way then people are going to get hurt. That is who the sign is for.

    FYI: The speed limit "through crowded streets, approaching intersections at "blind corners," passing school zones, passing other vehicles which are stationery, or for similar dangerous circumstances." (That pretty much sums up almost any 100m stretch of road in Dumaguete during the day does it not?) = MAXIMUM speed limit of 20 kph. The motorcycles you say are driving too slow are actually driving within the legal speed limit. The absolute fastest speed you should be driving in Dumaguete is 30 kph.

    I must be missing all these fast motorbikes, 99% of the ones i see are going so slow it's a miracle they keep upright, but they still want to hog the middle of the road but when i horn them to move over most of them pay no attention as they are talking to the moronbiker next to them or on the phone or eating, smoking, fvckin around with their hair or far too occupied looking at whats going on at the roadside.
    Once dirty harry is finished with the drug dealers i hope he starts on these wankers...

    Parents shouldn't need to hover and hold their kids hands constantly. With how fast some of these motorcycles go down my residential road (60-70hph) a parent could be off to the side while their kid is 20 feet away at the road and not be able to get to the kid in time. These a$$holes on the motorcycle need someone with a steel bat to take it upside their head as they drive by. They have NO care for the neighborhood or it being a residential road.

    The signs are more for the motorcycles that are capable of actually getting around town in a reasonable amount of time, not so much for the cars.....but it is possible to speed through town in a car most of the day and night. Traffic is really only bad when people are going to and from work in the morning and afternoon.

    I remember when i was a kid i wasn't constantly hovered over constantly by my parents. I ran around in the woods, creeks and fields and rode my bike all around town. Letting your kids have some freedom and time to play and explore on their own isn't a sign that a parent doesn't care for or love their child.....i would argue that it is actually quit healthy and normal. You should teach your children how to be safe while they are out playing though.

    They put speed Humps on our Barangay Roads but they are used as BMX obstacles :hmmm: they in fact put more Kids on the Street to my Mind
