The cell phone towers and the radios in your phone are the sophisticated hardware....all SIM cards already have an account (the software) attached to them (how else would they know you ran out of load). They only need to be in range of one tower for them to know what city you are in, two towers for them to know what barangay/purok and three towers for them to know which door to knock on.![]()

It's quite easy to track cell phones the problem here is that with all the prepaid SIM cards they are just completely anonymous phones. Afghanistan was able to get their sh*t together long enough to actually enforce all people to register when purchasing a prepaid SIM. The 3 major cell providers would report any reseller that didn't comply to the military/police....and you don't want those guys to have to get off their asses because they aren't going away until their hands have been properly greased for making them do something.....or until you're dead.
Those ANA/ANP guys were operating at corruption level legendary....making Filipino politicians look like complete novices. I once had an ANA Major try to tell me I had to pay him $5 because the group of ANP guys I was doing repairs for at the gate had not been informed they needed to pay him for his permission to get their systems repaired and they didn't have any money on them (not sure why I got stuck with the bill). Told the Major I forgot my wallet at the office but promised the guy I'd be back with the $5 plus a little something extra for making him wait.....that "something extra" ended up being one insanely pissed off ANA 2 star general and 10 Mongolian soldiers in full battle rattle.Major Mohammed (would his name be anything else?
) got his @ss severely beat down by that old crusty general (feel sorry for any Russians that ran across that guy back in the 80s).....oh, and I kept my $5!

The Philippines can not even afford "signal jammers" for the one big jail, so how are they going to afford all the sophisticated hardware and software to track phones through out the country? However it would be a great contract for some "family member of politician" to "win" to supply all the stuff. (an alternative would be if we all carried around helium balloon with the imprints of our flag and names on 30 ft strings, but that could cause problems with the overhead wire systems while we are waiting for the more sophisticated systems to be put in place. )
