Reposted it on my FB page. I also suggest that you talk to government officials personally. My prayers for your sister's speedy recovery.

Might I suggest that you provide the name of your sister so that people may go give money directly to Holy Child to apply to her bill/expenses. Some might feel more comfortable donating that way rather than into a personal acct? I pray for a full and speedy recovery for your sister.

I did check the FB page to see if this was a scam or legitimate request for help and I believe it is a legitimate call for help to friends and family. (Reading between the lines of my initial reply to this thread should have given a hint as to why it was approved...but since some didn't get it I will go ahead and spell it out for ya). It seemed to me that the user was posting this on the forum to try to find/inform as many people that knows the young lady in need of help as possible. If I didn't think it was legit I wouldn't have approved the post.
Also, this type of post is not unheard of on this forum. It has been permitted on this forum (and other forums serving the Philippines) in the past for expats in need of help/support....for both blood donations and financial/logistical support (and I have personally helped a few of the expats I knew out financially when I heard they were in need through forums). If you aren't friends or family of the user and/or don't wish to help out then do as you would to any other request for support; wish them the best or, if you have nothing positive to say, just ignore it. No need to sh*t all over their request for help, Filipinos are just as much human and deserving of help as any expat is.
Don't waste time arguing with people on forums or Facebook. You time is much better served staying positive while trying to find friends/family who can help your sister get the treatment she needs. Please don't let a few negative/rude expats change your view on the rest of us as a whole, best of luck to both you and your sister.-
