I needed to clarify this nonsence so went chief pnp and explained the situation about foreigners who were single and living alone here.
His words were it will be enforced on a case by case situation. If you want to go out to eat, grocery, meds etc is fine as long as you explain this to the cops when you get stopped. Ofcourse there is the 9pm till 5am curfew for everyone and as we know in alot of places not enforced. I did ask about it and was told the people who take no notice are just hard headed lol

Provisions include continued use of quarantine passes and elder ban still in effect but relaxed so that seniors may “break curfew” 6:00am to 6:00pm on T, W and Th.
Hope he and degamo talk to each other.

Edit: Add the following from the Bohol EO:
Minors below 18 allowed to break curfew 6am-6pm on Mondays and Fridays only in the company of at least one parent/guardian who is not a senior citizen.
That is what it says! Lol- Like x 2

Enforcers are out in force downtown looking for old people breaking quarantine and taking them to the police station.
There's a group of enforcers going around, there's one near mercury drug at the market and there's one in perdices st. They will ask for an ID if you look like a senior citizen, and if you are, they will invite you to the police station so you can explain in writing why you went out of your house since it was announced that seniors are supposed to be on home quarantine.
If you need something from downtown send someone and don't go yourself if you are 65+.
My church, Victory Dumaguete has assigned personnel to help you if you live alone or have no one to help.
In light of the government’s memorandum imposing curfews on senior citizens, we would like to extend assistance to the elderly in our church community. We’re ready to help and assist you in ways that we can. We have designated personnel who can run errands like pick groceries or medicines for you. We’re extending the same assistance to all of our solo parents and those doing solo parenting.
Here are the numbers you can text or call:

So I guess we just stay home and let our wives contract and bring it to us. Now that is a unique delivery system. Quarantine of a certain age group and allowing others within the same household to go out and about is totally useless.
Stay at home, you might get it, let your wife, girlfriend, significant other or any other relative go out and get it for you and deliver it.
The absurd bar has just been raised a few more notches. Really ill thought advice.- Agree x 4

MANILA, Philippines — Lawmakers and employers on Wednesday blasted as “arbitrary” the Department of Health (DOH) guidelines barring teenagers and senior citizens from going out of their homes even after the easing of quarantine measures in Metro Manila and the rest of Luzon, which are currently on lockdown due to the coronavirus pandemic.
“Putting the age bracket of 19 years old and below, plus 60 years old and above to be covered by the extended lockdown period is again typical of the arbitrariness of [the] DOH, which provides the [Inter-Agency Task Force on Emerging Infectious Diseases] inputs,” said 1-Pacman Rep. Enrico Pineda, head of the House of Representatives’ committee on labor and employment.
