    I saw on FB yesterday evening an alleged tweet from degamo saying that the version of EO 29B released on FB was premature and not yet reviewed; the quasi official site that released it, I forget which but I did see it) apologized for releasing it early. This EO would be in response to a letter from the Dumaguete mayor to the Gov pleading for limited entry days into Dumaguete from cities in the south and cities in the north to cut the crowding “by half”. I suspect that in itself would be questionable since it assumes that all crowding was due to Dumaguete non-residents. I don’t know at this time if 29B is in effect or not; the officially signed and approved version will likely come out today in some form IF the information saying that the original 29B release was premature.

    Note that the Gov is quoted as saying that this is necessary 'for a few days,,,,,'. That may be a hint that he's targeting May 15th as the next date for further relaxation (or may not). My theory is that he's spinning it out until then just to be seen to comply with national government recommendations in case anything goes wrong (further outbreak). The release of virus test numbers seems to suggest this too. Close to a hundred swab tests were sent off several days ago, but we've had only a handful of results. Seems to me the results are being stretched out, firstly to enable a good news story each day and secondly to justify the GCQ (and addendum). With some cases still undetermined, there's still a doubt. Clearly politicians are looking for ultimate political survival beyond this weird period (that's normal behaviour).

    Mostly just theory, but based on publicly available knowledge.

    There very clearly is an exception.

    Read the EO. It says who is responsible for that. As for how fast can they do it? Talk to your Barangay Hall.

    Oh no, the police requiring people to follow the law and fining those that don't. What an unheard of thing! That would never happen in any other country. :meh:
    It was released on his official Facebook page and he has posted, reposted, translated to Bisaya and broken it down with infographics Barney Style. If it was premature and not yet reviewed his staff has gone through an awful lot of trouble posting it to his FB page. I'm not aware of any official Degamo Twitter page either. The "official" NegOr website hasn't been updated in quite some time (over a year if I remember correctly). His FB page is about as official as you are going to get here. Sounds like what you read on Facebook was just wishful thinking.

    Sure, if you ignore the official page of the governor then I guess there is some doubt on what is going on and what is expected.

    I found my source. I take it as just another thing to consider, not knowing the whole story.

    I don’t know if the Gov handles his own social media postings or not but I found the original alleged degamo retraction on the Facebook page for “Dumaguete Awareness” which you can find by searching for that site on Facebook search:

    “UNETHICAL, UNPROFESSIONAL and SHARING UNVERIFIED INFORMATION. As of this moment the Provincial IATF is still drafting the said executive order. Details are still being revised. This EO posted is not yet final, not yet executory and not yet approved! This post would mislead people once another information/guidelines will be added or removed.

    “SHARING OF UNVERIFIED INFORMATION
    Sharing of unconfirmed reports is strictly prohibited. Only valid and verified information from the proper authorities shall be allowed to be published and shared. Appropriate legal action shall be imposed upon violation hereof.””

    Having said that, I am not particularly bothered with this EO, premature (probably not, anymore but not sure).

    I'm pretty confident the governor would count as a "proper authority". Dumaguete Awareness is no more an official source or subject matter expert than any member on this forum is. (Well, maybe more than some people here.)

    BTW, you might want to check that FB page again. They posted the new rules from the EO in an infographic yesterday afternoon.

    Funny that they aren't even using the governor as an official source and are breaking their own guidelines by posting another non-government FB page.

    A lot of cognitive bias going on here. People are only reading what they want to believe and stopping there...as if no new information is being put out after the post they agreed with was made. It is willful ignorance.

    I'm 64 and had to lie. I said 58 and he ask me what year of birth, took me by surprise, but I got it right....
