Black-outs are a complete loss of power.
Brown-outs is when there is low voltage.
The Philippines regularly has brown-outs (my lights dim and flicker all the time, many times just due to a slight breeze). Actual brown-outs are called "regular service" in the Philippines.- Agree x 5

I understand that your wife holds a high managerial position with NORECO (and I imagine you may, I'm not sure on that one, hold some stock in the cooperative) but please understand that people are not personally sending insults to your wife or your personal investments choices when they complain about the service NORECO provides. Both expats and Filipino are customers and they have a right to complain without being belittled while doing it.
On the same note, customers should refrain from calling NORECO employees names. Comment on the service they are trying to provide without ad hominem attacks. I understand very well that frustrations can grow extremely high with the reliability of utilities in the Philippines but personal attacks against underpaid and undertrained utility employees does nothing to make them want to try harder.- Agree x 4

Just FYI: I wasn't trying to be funny in my OP. Not sure why people are rating it as funny/not funny. It's just information. Go ahead and rate it how you like....just sayin'.
BTW, an explanation of the brownout was also posted on Twitter/DI from NORECO II.
