That'd be just as wrong as Filipinos calling a black-out a "brown-out".
Black-outs are a complete loss of power.
Brown-outs is when there is low voltage.
The Philippines regularly has brown-outs (my lights dim and flicker all the time, many times just due to a slight breeze). Actual brown-outs are called "regular service" in the Philippines.

It can be hard for some people to go with the flow when they are paying for a service, and a necessary utility at that, they aren't getting reliably. Please understand that people are going to get upset and frustrated. Even Filipinos complain quite frequently about NORECO's service on their Facebook page (read the reviews). The local "flow" is to complain about it. The locals deserve reliable electricity, not having it stifles economic growth and stability.
I understand that your wife holds a high managerial position with NORECO (and I imagine you may, I'm not sure on that one, hold some stock in the cooperative) but please understand that people are not personally sending insults to your wife or your personal investments choices when they complain about the service NORECO provides. Both expats and Filipino are customers and they have a right to complain without being belittled while doing it.
On the same note, customers should refrain from calling NORECO employees names. Comment on the service they are trying to provide without ad hominem attacks. I understand very well that frustrations can grow extremely high with the reliability of utilities in the Philippines but personal attacks against underpaid and undertrained utility employees does nothing to make them want to try harder.-

BTW: for some of us it probably will change in our lifetimes:
However, I don't think that the power generation is the problem. It is the distribution that is in desperate need of attention.-

to do away with their energy sucking Air-cons and buy energy friendly Pedestal/Ceiling Fans... Been here 3 years and living at sea level (near to the Malatapay Markets) I have absolutely no need for Air-con and wonder why others even 'need' it here (unless they come from Eskimo country)

Just FYI: I wasn't trying to be funny in my OP. Not sure why people are rating it as funny/not funny. It's just information. Go ahead and rate it how you like....just sayin'.

BTW, an explanation of the brownout was also posted on Twitter/DI from NORECO II.

Expect an increase in unannounced brownouts in the area for awhile.

SORRY, TOTALLY WRONG THREAD. TO RECEIVE NOTIFICATIONS FROM NORECO, GO TO "NORECO ANNOUNCEMENTS," UNDER "GENERAL" AND FOLLOW DIRECTIONS TO RECEIVE EMAIL NOTIFICATIONS... NOT HERE....
Probably wouldn't have helped today, .....xxxxx......
HELPFUL, usually only a few a week. Except you get them all, not just your area... Like sunday (10/1) from san jose to zambo for up to 8 hours....-
