Filipinos with driver's licenses would have proper ID if LTO did not run out of plastic for new or renewed licenses.
Also, the system for Filipinos to get or renew a passport is backlogged to the point where it takes 8 weeks to get an appointment.
For my son's applications for Consular Report of Birth Abroad (CRBA), U.S Passport, and U.S. Social Security number, the U.S. Embassy would not accept my wife's expired Philippine passport nor her driver's license (with the paper renewal receipt) as proper ID. Fortunately she had a Voter's ID card and a BIR card to show as two valid IDs.

This seems like an argument for an official national ID card. A driving license is not a good national ID card as driving is a privilege, not a right and there are many people who go their entire lives without driving. Passports are the same, not everyone travels and few have one. There needs to be a documents/ID card that is issued on birth to every single Filipino....not just Muslims. My 2 cents

Ask your average Filipino who Hitler was or what the Nazis did and you'll likely be met with blank stares. I do not think they understand what their actions can lead to nor what similar laws in the past have lead to.

A Filipino official has called for Muslim-only ID cards to rolled out as the state continues its battle against Islamic State-linked militants in the south of the island nation.

The call to introduce the cards was made by Central Luzon Police Superintendent Aaron Aquino during a meeting of Central Luzon police, military, political leaders and about 200 Muslim religious and community leaders on Tuesday, reports Manila-based local news network Rappler.

“This is just for the identification of every individual, of every Muslim. If we have the ID system, we will know who the residents are and who the visitors are in a place,” Aquino said, as cited by SunStar.

The system has already been rolled out by the local government in Paniqui in Tarlac province, where Aquino says it has been a success.

“This system is a good practice [taken] from Paniqui, Tarlac, and we want this to be replicated in all Muslim communities in the whole region for easy and efficient identification of our Muslim brothers and sisters,” he said.

“We are doing a multi-sectoral approach in addressing this issue and I am glad that our Muslim brothers have signified their intention to cooperate with us,”Aquino added.

Muslim leaders did not dismiss the idea outright, according to local media, although they would like to know more about how it works in Paniqui.

The measure has come in for criticism though, with Human Rights Watch describing it as being discriminatory towards the 10.7 million Muslims in the country.

“The International Covenant on Civil and Political Rights and other human rights treaties to which the Philippines is a party prohibits discrimination based on religion,” Carlos H. Conde, a HRW researcher, wrote on its website. “The IDs could also violate the rights to equal protection of the law, freedom of movement, and other basic rights.”

Conde also believes that the apparent support from Muslim leaders for the proposal is “irrelevant.”

Philippines President Rodrigo Duterte has previously slammed Marawi’s Muslim leaders and residents of the city for supposedly allowing Islamic State (IS, formerly ISIS/ISIL)-linked militants into the city to “cause trouble.”

To date, at least 400 people are thought to have been killed by Islamist Maute fighters in Marawi, while hundreds of thousands have been displaced due to the conflict, currently in its seventh week.

Interesting. Didn't know such a thing already existed in the Philippines. Not sure what to think about it since "Muslim leaders" (whoever those are) don't really oppose of the idea.

I honestly think an national ID card should be a requirement for every single Filipino, not just Muslims. Too many people in the Philippines don't have proper identification.
