For a new car order, you are talking about a business. You can name the car dealer(s) so the rest of us can avoid similar pain. My experience buying a new car at Toyota Sibulan was positive and absolutely no BS about missing documents and not driving for 3-6 months etc. They give you the docs and temp plates and all is well.

Can you name the new car/bike dealers who pulled this on your wife and your friend? Many of us will obviously avoid these places as there is a lot of competition on the marketplace. No reason at all to let them to take advantage of you just so they can profit from a sale of something we can’t drive. People who do this should not be allowed to be in Business but here the only way to stop them is to spread the word and do not patronize lest you get the short end of the stick.

I rarely see them stopping cars at checkpoints. There really shouldn't be any difference between cars and motorcycles when it comes to having documents....if you are good you are good and have nothing to worry about at checkpoints.

There are many places around town that will produce temporary plates for you. They usually have a selection of plates hanging on the wall outside. Cost about P500 for a motorbike plate. When you received the OC/CR you should also have received a paper with a temporary registration number.

I purchased a motorcycle from one dealer, a couple months later when they gave me a copy of the registration I went and had a plate made locally (they also wanted a copy so they knew they we putting a real license number on the plate.

When I purchased my current motorcycle from Du Ek Sam, they had my registration paperwork - and a plate made up - ready for me in less than a month.

The Supreme Court has lifted the restraining order that stopped the release of around 700,000 license plates for motor vehicles and motorcycles.

Covered by the restraining order issued on June 14, 2016 are the 300,000 pairs of license plates for cars and 400,000 license plates for motorcycles

Dumaguete, Ormoc, Caticlan, Batangas, Bacolod, Kalibo, Calapan and Masbate all have ports that require you to have a registration. (Basically any port where the land at the origin and destination isn't owned by the same person/company, the coast guard will be stationed there, will want to see your registration.) You may be able to pay a bribe to circumvent this requirement but it is not a guarantee the person on duty will be willing to accept it. If you want to avoid issues with the coast guard, port authority and/or port security is best to travel with proper documents and a helmet. Also, ferries sink on a regular basis in the Philippines....if your vehicle isn't registered or insured you can pretty much forget about recouping any of that loss.

On the helmet: Personally, I wish there wasn't a helmet law anywhere. You WILL eventually have an accident in the Philippines, it is just a matter of time before it happens. If you don't want to protect your head then perhaps it is not worth protecting and the world will be better off without that head making decisions.

Not looking for a big discussion, but I am 100% sure, all over this country do not include Cebu city, Manilla city, Iloilo city and parts of Midanano where you don't get away without a fine as a foreigner not wearing an helmet while driving a motorbike.

That happened to me. Bought a motorbike in Dipolog and wthin one year made a move to Dumaguete with only the temporary plate. Upon renewal after one year LTO in Dumaguete was unable to perform the renewal only after my registration details @LTO in Dipolog were released from the system there and transferred to Dumaguete. I was told that could only be done in person. Later I did hear that just a simple phone call from Dumaguete to Dipolog could also have done the trick. As always, it just depends on with whom you have contact and what his/her own rules to soilve it.
