Reading through the article at your link reminds me of the stories of the Arizona land rush where loads of natives that lived on their land for generations got pushed aside for "progress". It happens all over.

2,010 kilos of waste collected in Sumilon Island in 4 hours Cebu -
During the cleaning of Sumilon Island which was started on Tuesday,
- About 100 volunteers had collected in a seven-hectare section around the sandbar and in the mangroves, plastic bottles, coffee, shampoo and candy wrappers, as well as various other plastic items.
The cleaning and renovation of the island will last until 16 April. The Bluewater Sumilon Island Resort that manages the island is unaffected by the closure. KR 11-

As far as the legality I'd assume the Island is considered a business district and as that train of thought he would have authority especially if he cites serious environmental effects. But yes a lot of business's including all these travel agencies will take a serious hit. However I personally wouldn't mind seeing about 75% of the travel agencies shutting down as we really don't need one for every corner. (of course they would just be replace by cell shops that we have 3 for every block of road at bare minimum).
Shut down the entire Philippines though for a cleanup sounds interesting though. What happens to all current expats though? We're all booted out? Honestly I wouldn't mind a valid excuse to relocate to Thailand or some such quickly but can't get the lady to pack up so easy hehe.-
