If this comes about in my lifetime I would hope they put enforcers at these lights. My experiences with traffic lights in Bacolod, is when it turns red you can count at least 4 - 5 cars still going through the light. If you plan on stopping look in your rearview because the person behind might have another idea in mind. I know about yellow, speed up to beat the red. But I have actually seen people at least 50 meters or more away speed up when the light turns red so they don't have to stop. Just because you have a green light, proceed with caution. If the enforcers really stop these terrible drivers and hit them in the pocket book, then maybe they will learn to behave. But, since a general attitude of drivers seems to be, the law applies to everyone else, not me, I doubt this will help, it will probably lead to more accidents.

Yesterday in the City we were in a Tricycle coming home from Silliman Hospital after 5pm. A Traffic Enforcer was standing in the middle of the road trying to direct Traffic, each time he stop one line to try and allow another through, Cars Trucks and Bikes would initially stop, then within 10 seconds would start creeping forwards again blocking the centre of the road. The Enforcer stopped our Tricycle, tried to get the flows moving, then; threw his hands up in the air and waved towards our Driver and said Go! GO! JUST GO! and walked off the road letting everyone go at it, he gave up! How well will Traffic Lights work when the intersection is completely blocked with these drivers pushing their way through regardless of instructions otherwise. They NEED to start issuing FINES for infringements committed.-

I will never trust any traffic light in the Philippines, I observe even foreigner start to drive like idiots, sorry to admit my self included, from time to time when you feel enough is enough. Dashcam is necessary today if you want a chance to prove anything in court

Since the ones who run the lights will be the lawbreakers then this is the crowd you have to catch. You won't catch them with this system. They will laugh at it and be happy the lights are holding up all the law-abiding drivers for them.
Best way to collect the traffic tickets is when the yearly CR has to be paid at the LTO but if they won't cooperate with the city then the whole system is doomed to fail.-
