Hit a goat? Drive on. Goats hit by foreign cars are very very expensive. Just dont stop. Stopping is always a problem because if a crowd assembles, drop some money and leave, quickly.

I believe in free-range states/counties in the US (example: Texas) the driver (more accurately, their insurance company) will pay for any animals they hit. I have also heard of drivers paying for hitting cattle in states that aren't open range (Indiana) where an animal escaped their enclosure.
Paying for hitting livestock isn't really anything unheard of. Have proper vehicle insurance in the Philippines (not that liability only crap the LTO offers with the registration if you don't have any) and you don't have anything to worry about. Let a Filipino insurance company fight against filipinos in court if they want. Just have a backup plan for when your vehicle gets impounded while they sort it out-

I asked the wife and she said that if you or someone can catch the plate or bus # (busses seem to hit the most on the highway from what I've been told) they are accountable for hitting an animal and if dead have to pay for the animal if a case is presented. Can't confirm the validity of this; there are a number of goats around us that are roped and grazing on empty lots and if one got loose and found it's way to a road to get hit I personally would put the blame on the owner but would assume I'd end up paying a premium price for it if we were the one's to hit it.
I wouldn't recommend just driving off, but if the animals owner was not around that animal will not stay on the side of the road for long before someone takes it home for dinner.-

Legally, in the Philippines ? Difficult question indeed. First of all it depends if you are a foreigner or a Filipino. But killing a stray dog is ok. Sorry for the dog. But in case you happen to run over for example a goat and the owner is nearby, just pay for the loss of the goat. That's it. If you involve the police you will pay for the goat and police.
