I have been tracking this subject since 2008. Nothing has been passed, at this time, to allow sr citizen foreigners to have the sr citizen discount card. In fact there is a potential serious penalty if you are caught using one. A friend tried at Dauin, another tried at Dumaguete recently, and I recently tried at Bacong. We were all turned down - doesn’t matter if you are a permanent resident. I know some guys who have and used the card. Personally, I have too much to lose to obtain and use one.
I doubt the current government will ever amend the law.

Hey, at least they let me in the special Senior's and Disabled line in the supermarket. But then again, they let everyone in that line!

Senior citizens (aka Filipinos) 60 years old making less than 60k/year. The goal is to keep them out of poverty. If you are living in poverty as a foreigner you shouldn't be moving overseas and become a burden to someone else's government and economy.

I don't mind the Senior Citizen line in facilities, that is a nice touch and I avail of it whenever it is offered. But as far as the discount is concerned I would like to see it means tested as it was in the past, there are those deserving of the discount and really need it, I along with others Filipinos and Foreigners, can afford full price.

The income restrictions were removed years ago so that all Filipinos could take advantage of the program. Sad state when those can afford to pay full price still insist on the discounts that many poor need.

You are correct, it was never intended for foreigners, but I knew some, that were well off and still had the cards and used them. They got them from "friends" in the Mayor's office even though they were not authorized to issue them.

    Corruption knows no Nationality.

If you read the current senior citizen discount legislation and understand "the spirit of the law" you would know that it is not, and never was, intended to be used by foreigners. You most certainly do not fall into the income bracket it was intended to help. And if you do and you can't afford to live in the Philippines without assistance from the government you should not be in the Philippines. If you do need it you are a burden to an already poor and struggling society. Take your broke *ss back home and get your government handouts from your own country.

lol Maybe this will help in the future:

Also, there were plenty of posts in this thread that explained this was not yet law. Did we learn a lesson about only reading titles and snippets of articles/threads?
