Having an accident is not related to having official metal plates. You are still legally registered and insured in a useless but mandatory plan. I usually let my Filipina wife drive due to the problems when a foreigner is involved. However, if I were driving and somebody got hurt while rear-ending me (as an example of it not being my fault), I would not follow the advice to pay medical bills etc. unless a court determined it to be my fault. I would get an attorney. I don’t care if it costs me more. Sometimes ‘principle’ is more important than money and no, the system is not so corrupt that the foreigner doesn’t have a chance. If the case went to court, I’m not sure what the plaintiffs would pay but as defendant I would probably pay about 50K for legal costs. No question, I would pay it, just as I did in an unrelated unjust situation where I paid and won.

Get proper insurance, not that LTO crap that covers P5k liability damages and you may have better luck.
