SECTION 3. REGULATED STORE OPERATIONS
All Cities and municipalities are joined to establish and regulate store hours of all businesses in their respective jurisdictions. However, Internet cafes, movie houses, gyms, bars/karaoke bars, massage parlors/spas shall remain closed until further notice as well as tourism services, leisure facilities, gaming and amusement centers.
Malls, department stores and restaurants are allowed to open but should strictly adhere to physical distancing protocols and other protective measures. Dental and EENT Clinics as well as barbershops and beauty salons shall also resume services provided that strict health standards are followed.
Hotels/lodging houses/inns are allowed to operate Provided that they limit services to locals and should not accept outside-the-province or country bookings.

SECTION 4. EDUCATIONAL INSTITUTIONS
Schools, both public and private, from Kindergarten to Senior High School, shall remain closed until further notice.
Higher Education Institutions (HEI, may continue classes to finish the Academic Year and issue aedentials to students, in accordance with the guidelines as may be issued by the Commission on Higher Education (CHED) as Stated in the National IATF Resolution No. 28, series of 2020, E.S.

Higher education may continue classes to close out the academic year with guidance from the CHED.

SECTION 5. BORDERS ARE CLOSED
All City and Municipal Mayors, Punong Barangays, PNP, PCG, BFP, and AFP shall enforce SP Ordinance No. 17, Seri. of 2020, entitled "An Ordinance Closing the Borders of the Province Of Negros Oriental in the Fight against CovId-19,
Notwithstanding the foregoing, pursuant to DILG Memorandum Circular No. 2020-062 and Resolution No. 15, Series of 2020, dated March 24, 2020, issued by the Inter-Agency Task Force for the Management of Emerging infectious Disease (1A7F-Plin the following are exempted from the above border restrictions, to wit:
A. DILG Memorandum Circular No. 2020.062
5.2.7.2 Transportation for Stranded Persons and Displaced Workers
LGUS are enjoined to provide transportation to persons in ports, airports, and other terminals within their areas of jurisdiction, and should also ferry Persons stranded in its borders with the objective of getting said persons to their places of residence, the LGU may also coordinate with other LGUs for the transport of said persons. This shall also apply to workers In or Passing through the LGU who have, by reason of the quarantine, been displaced or dismissed from work because of cessation of work operations.
5.2.8. Unrestricted Movement for Frontline Workers
LGUs, in close coordination with the PNP and AFP, are directed to allow and authorize the unrestricted movement of the following personnel from their residences to their place of work, the LGU are a. to provide priority in any transportation arrangements:
5.2.8.1 All DOH officials and staff;
5.2.8.2 All health and service personnel stationed at LGU health facilities;
5.2.8.3. All Philippine Red Cross vehicles bearing the Red Cross logo and staff with Red Cross identification;
5.2.8.4. Core staff from the World Health Organization Country and Regional Offices; and
5.2.8.5 All medical professionals, hospitals administrative staff, and aides from private facilities, as well as their transportation service provider.
5.2.9. Unrestricted Movement of Cargoes
All drivers/helpers of cargo trucks from Negros Oriental transporting essential goods (food and non-food) to the Province of Cebu, Negros Occidental and other provinces with suspected and/or positive COVID-19 cases are required to return within 24-hours upon departure from the port. Failure to return after 24 hours, said person/s shall be subjected to a 14-day quarantine.

A maximum of two persons (a driver and a helper) are allowed per cargo truck.

B. Repatriation of Overseas Filipino Workers (OFWs)
Outbound and repatriated Overseas Filipino Workers (OFWs) and stranded foreign nationals shall be granted free and unimpeded access to and from national government facilities such as airports, ferries, bus terminals, etc. notwithstanding any LGU pronouncement to the contrary. The said free access shall extend the vehicles carrying the aforementioned individuals in order to reach their final destination. No fee or any other requirement shall be imposed in this regard.

The Inter Agency Task Force (IATF) on COM 19 Committee on Law Enforcement and Peace and Order is hereby mandated to secure the borders of Negros Oriental by setting up checkpoints and prevent entry of persons not allowed as mentioned above, specifically along the highways located in the borders of Mabinay-Kabankalan, Basay-Hinobaan, San Carlos-Vallehermoso, La Castellana-Canlaon, and other roads that may be used as entry points. The action plan of the IATF Committee on Law Enforcement and Peace and Order is hereby adopted.

Provincial borders are closed to everyone except:

Health and government officials.

Cargo trucks carrying essential goods to/from surrounding provinces. (Drivers must return within 24 hours of leaving Negros Oriental or face a 14 day quarantine. Maximum 2 passengers per vehicle.)

Inbound/Outbound OFWs.

Stranded foreigners. (You are allowed to travel to bus terminals/ports/airports unimpeded. No fees can be imposed on you.

SECTION 6. MASS GATHERINGS
Public and private mass gatherings during the period of General Community Quarantine are banned. These are the following:
A. No cockfighting and other forms of gambling are allowed. B. No religious activities and gatherings are allowed.
B. No religious activities and gatherings are allowed.
C. No social, political, and academic functions, such as fiestas, events, parties, conferences, fora, trade fairs, and expositions, are permitted.

SECTION 7. PHYSICAL DISTANCING AND OTHER PROTECTIVE MEASURES
Physical Distancing and mandatory wearing of masks when outside of the residence shall be observed at all times. Physical Distancing entails maintaining a distance of at least one (1) meter from another individual. Personal protective measures involve the maintenance of proper Personal hygiene.
AFP, PNP and Health workers shall patrol or monitor the barangays within their areas of jurisdiction to ensure that residents comply with government mandates on the physical distancing protocol, wearing of masks, and mandatory stay-at-home order, especially for minors and senior citizens years old and above):

Social distancing (1 meter from another person), wearing of masks outside of the residence and proper personal hygiene are mandatory and will be enforced by military, police and health workers.

SECTION B. REGULATION OF AIR AND S. TRANSPORTATION
All air and sea travels are hereby banned during the effectivity of this Executive Order as provided for under SP Ordinance No. 17. The Civil Aviation Authority of the Philippines (CARP) and the Philippine Coast Guard (PCG) are directed to adhere to the provisions of the National IATF Resolution No. 28 dated April 23, 2020 during the effectivity of this Executive Order.

Air and sea travel is banned for the duration of this executive order.

SECTION 9. CURFEW
Within the duration of the General Community Quarantine, all persons are prohibited from roaming around, loitering, wandering, staying and meandering in all public places, whether singly or in groups, starting from 9:00 p.m. to 5:00 a.m.

GUIDELINES. The following guidelines shall be followed in the implementation of this Executive Order:
A. Individuals Exempted from the Curfew
1. Workers and employees going to and coming from work with certificate of duty status;
2. Individuals under medical care and emergencies;
3. Health workers, police, military and uniformed personnel including private security agency officers and security guards who are considered as force multiplier of the FNP;
4. Any government official and employee while In the performance of their duties and responsibilities;
5. Those who provide public transport services and delivery services of basic necessities;
6. Any person involved in an emergency situation like rescuers, and first responders;
7. All farmers and fisher folks in the exercise of their livelihood.
B. For Individuals who are still Reporting for Work. They are required to show their Government or Company-issued ID and Company Certification of DUTY STATUS at designated PNP/LGU/DOH, PCG and AFP checkpoints. Persons who fail to present such documents will not be allowed to pass through the checkpoints/chokepoints.
C. For Students, Minors and Senior Citizens
Those aged 21 years old and below and those 60 years old and above; as well as those ages ranging from 21 years old and below 60 years old but reside with persons with co-morbidities or other risk factors, shall remain at home pursuant to the National IATF Resolution No. 28, series of 2020 and SP Ordinance No. 16, series of 2020, entitled "An Ordinance Declaring the 24Hour Curfew for Students, Minors and Senior Citizens within the Territorial Jurisdiction of the Province of Negros Oriental."

Exceptions:

Workers going to/from work.

Health / Government / Security / Emergency personnel.

Public transport workers.

Farmers / Fishermen

Those that are 21 and below, 60 years and above and those with co-morbidities shall remain home.
Anyone living with people with co-morbidities shall also remain home.

SECTION 10. PUBLIC TRANSPORT
Public transport, such as buses and jeepneys, are allowed to operate within the province only. LGUs with tricycles as main mode of transport shall adopt a number or color coding scheme to regulate the number of tricycles on the road.
The PNP shall take the lead in the conduct of random checks to ensure that all health protocols (physical distancing, wearing of masks and the mandatory stay-at-home order for minors and senior citizens) are practiced inside a public utility vehide at all times.

Public transportation will operate at reduced numbers and are only allowed to operate within Negros Oriental borders. Must maintain physical distancing and mask wearing while in public transportation.

SECTION 11. ENFORCEMENT
All OW and Municipal Mayors, and Punong Barangays, PNP, PCG, BFP, and AFP shall enforce this Executive Order.
SECTION 12. REPEALING CLAUSE The Executive Orders previously issued inconsistent herewith are hereby repealed or modified accordingly. This E0 is subject to revisions to conform to the latest issuance of the National IATF.
SECTION 13. EFFECTIVITY This Executive Order shall take effect on May 1, 2020 and shall remain In full force until revoked. Done this 30. day of April, 2020 in Dumaguete City, Negros Oriental, Philippines. SO ORDERED.
