    Dodongs Lock Smith, one block north of Lee Plaza, across from the Veterans Bank.

    i've used them for rekeying, making duplicates, coming to my house in sibulan to make a key for a bike.

    NowandThen, they have come to open my locked front door after our keys were stolen and then changed the barrels in all my locks. But usually they just cut keys for me quickly and very cheaply compared to where I come from.

    Also coming from the National Highway you would have to turn right into Real Street as during the day the Silliman Ave is one way heading towards the water.

    No, it is the street that is parallel, one closer to the Boulevard which is a one way during the day going the opposite direction to the National Highway and is the same street that has Lee Plaza and Unitop on it. If you are coming from Silliman Ave the place you are looking for is on the left and about 30m from Silliman.
