Yes. Your 13A visa (your right to be here) is permanent, and your ACRI card has to be renewed every 5 years. They are 2 separate things.

The initial 13a visa is a temporary visa good for 1 year. A couple of months before the 13a Temporary visa expires the BI recommends applying for the 13a Permenant visa a couple of months before the old one expires.
The 13a permanent visa never expires however the ACR-I card needs to be renewed every 5 years.-

I think it cost me about P11,000 when I did my first (probationary) application. Plus the express fee. Plus the bus to Cebu. Plus the hotel in Cebu.
When converting to permanent earlier this year I had an agency do it all for me. Total cost about P30,000, no trips needed. Well worth it.-

The SSRV does not expire, you used to be able to renew the ID card for three years at a time but now it must be renewed annually. It say on visa in passport duration is indefinite.
