    The least "painful" way is probably to charter a flight direct Siquijor to Cebu. Rohyle Air Charter could do it at around P30k last time I checked. I guess it really depends on importance of speed (urgency), timing and funds. Anyway, Rohyle contact details below

    That would make the driver an LSI. Finding someone willing to do this, short of offering them a substantial payment, is extremely unlikely.

    If this is an emergency you may be able to work something out, after spending a lot of time and headache corresponding with local officials. If it is not an emergency I think your chances of getting there (and then back) in a timely manner is slim to none.
