I not sure. Going down almost every vehicle drifts over the center line into oncoming traffic around the turn. Traffic coming up drifts to the shoulder. Likely due to the speed people are taking the turn at.

The lines are merely suggestions that everyone seems to ignore so, like you pointed out, it doesn't really matter. I just thought it looked bizarre, like x2 two lane roads that run parallel to each other with nothing splitting them.

 

None of those match what was painted on the road around that corner. I understand what they are trying to say with those lines but it is definitely not to any standard I've ever seen and that is not how 4 lane traffic rules work.
