    I live where there is illegal river dredging and the authorities have many times tried to stop it as the more they dredge (by bucket and hand) year after year now....... the river bank keeps eroding inwards. Same in your case they do it for selling cement bags full of sand and rock. There will be no stopping it as they will just do it at night. Also............best advice is try not to get involved with a locals lively-hood as the grudge will never go away and you may be in harms way. Let them dig a hole to Brazil and perhaps they will fall into it and disappear.

    The beach is supposed to passable for everyone.
    If you have a beachfront lot you can apply to the DENR for a foreshore lease. The lease prevents outside people from hanging out and having a picnic on that bit of sand.

    I thought it was 10 meters from high tide and beaches in the Philippines were all public land. I've heard of resorts claiming beaches/refusing access because they maintain/clean the sand but I'm not sure this is legally enforceable. Not sure why anyone would want beach front property these days. It's almost certain that it will be gone or seriously reduced in the next several decades.

    Just start a rumour that there is buried gold from WW2, 4000 yards further down the beach.
