    Effective Thursday (November 4, 2021), fully vaccinated travelers may enter Negros Oriental without having to present any test requirements.

    But the odds of picking up an infection from an asymptomatic or pre-symptomatic fellow passenger in a bus on a 5 to 6 hour journey is surely MUCH higher than walking around a store or in the streets in the area you came from. That is the point (on the bus) when travellers need to protect themselves to a high degree.

    This also applies to the vaccinated as (to quote a Swedish study) "Seven months after receiving the second dose, the number of antibodies had decreased by 85 percent among those immunized with the Pfizer vaccine --where [the subjects] had not been infected with the virus before vaccination. However, the decrease was considerably slower among those who had been infected with the virus before receiving the vaccine. Among those vaccinated with AstraZeneca, researchers observed an even greater decrease."

    So no-one can afford any complacency with this virus. Almost 5 million already dead. Great to have the freedom to travel but people need to continue great caution for some time yet.

    So far my German / EU vaccination certificate was accepted at the Port for going NegOr - Cebu, as well as at the Hotel in Cebu City (which apparently gives us access to the breakfast buffet). Will let you know how it goes on the way back.

    BUT
    they don't issue the vax cert!
    We got our vaccination certificate at our local DOH office, paid 20 php each.
    To get it we took our vax card to them where an LGU doctor signed off.

    Regarding VAXCERT with the QR code, this island is not uploading to the master database. We applied and uloaded pics of ID and vax cards and nothing......so we contacted the our LGU IATF agent who gave the name and number to "a guy" within the local DOH who then generated the VAXCERT with QR code and sent them to us via e-mail.

    Returning to Dumaguete was just as easy - coastguard guy at the port had a look at my vaccination certificate, liked the fact that it had a QR code, and had me put my name on the passenger list. No need for any photo copies, but in case you needed one, the ticket selling office had a fairly new sign “xerox 5P” :wink:

    So, if you need one*, you might be well advised to (try to) get a certificate through
    https://vaxcert.doh.gov.ph
    * Apparently, if your "crappy little piece of cardboard" has either a QR code or the contact details for your LGU's health office, then you don't need a vaccination certificate at all.

    Effective Oct. 23, 2021, travelers will no longer be required to show an S-PASS (Safe, Swift and Smart Passage) to enter Negros Oriental, an advisory from the Provincial Inter-Agency Task Force (PIATF) said tonight, Oct. 20.
    However, negative test results are still required prior to entering the province.
    Unvaccinated travelers are required to present a negative RT-PCR test result valid for 72 hours.
    Fully vaccinated individuals, on the other hand, need to secure a negative antigen test result valid for 48 hours along with their vaccination cards.

    Context. It was a comment on people in high risk categories that refuse to care for themselves...not the elderly as a whole. If you are high risk and refuse to get vaccinated or even take basic precautions to protect yourself then so be it. Society can't stay on lock down because of these willfully ignorant people.
