    Dreamland Travel I think..had my 13a done there recently,21k all in. They do ECC there now also

    This makes the requirement to still go there for biometrics even more ridiculous :banghead:

    If you avail of JRC visa in the hall before Immigration or the travel agency right after (not sure of the name) they will handle all but the biometrics and only you will have to go to Cebu... no interview needed ... I think all in at JRC is 35k and not sure what the other place charges...

    Yes..they have a rep in Cebu that handles everything after you have signed a power of attorney related only to immigration..he will also meet me at imm cebu(Tuesdays only) for the biometrics when i go so no waiting in the usual lineup I am told

    In general I agree with you Rye but, and I stand to be corrected, for the 13A your wife needs to accompany you to the BI in Mandaue at least for the lodgement of the application and documents and the subsequent interview. Would be great if only I had to go (next month).

    I don't think this redtape is unique. Even in the states here are examples of time waste---
    When I need a passport I go passport office.
    I need a drivers licence...go to dept of motor vehicles.
    I need a background check- go to police station with proof of residency in their coverage area.
    Need a social security card replacement...fo the the SS admin office.


    These offices are apread out all over, so likr here, you need to know where you are going for what reason.

    Want to vote- voter registration office, maybe on-line or with licence renual but I had an experiance where I elected to register when I did a change of address and drivers licence update, but the lady who took the information did not update it correctly. A year latet I went to vote 3 blocks from my house I was told I was still registered at my old address, an hour away, the options given for me to vote SUCKED...
    1. Go downtown and vote
    2. Go to where I was registered
    3. Vote on a probational ballot without municipple options, then it would concidered after review.

    In Texas, even before Biden, driving by the immigration facilities had lines several blocks long and I can only imagine the forms and interviews they go thru.
    Then, to get a greencard, after the approved interview, I am sure they go to yet another office to fill out the same forms, not like their name, date of birth, place of birth changed.

    Concider...assuming your wife is not a dual citizen, and you took her home on a spousal or fiance visa, how many different people need to approve the request and what it takes to be established.
    And that is all before being approved for work permit and building a credit report.

    So in short, BI is limited to foreigners, NBI is used by general population, PNP is local. Just like most of the world these agencies don't speak to each other. Regarding why Duma does not have the biometric capture machine, my guess would be cost vs. demand. The office here hardly has lightbulbs abd everything is mailed/shipped out for review. It is a satalite office not a processing center.

    Dreamland told me the interview was dropped due to covid..not required for the time being at least

    I think he had to bring the children for CRBA certification, so had no choice... making the trip in the Tuk Tuk was an adventuresome choice :smile:
