Got the information from BOI in Dumaguete as I came in twice with BB Visa and they are disallowed to extend past an additional 2 years now (3 years in total) Use to be 4.
At the 3 year 6 month mark I went in to extend Tourist Visa another 6 Months to make it a complete (4 years) They called me the next day to come in and the head Officer said the order came from Manila , BB Visa now counts as one year of the 3 Max. As I was already here for 3 and a half years already, they said no problems. Gave me another 2 months making now 3 years 8 months in (with the promise of exit) no penalty so they are clearly giving leeway to ones circumstances and time periods of those that started entering on BB back in 2019, I came in on Jan: 30 2019. Now I exited and came back in on a BB. Now will exit again in 3 years from now. So......... don't panic, but do get to BOI and they will adjust times and dates to allow you to exit. They will not give more than 2 months if your over the 3 year max, I tried to get 3 months, that was a no go.

Balikbayan holders prior to September 1st 2022 could enjoy a 4 year stay in Philippines. One year on the Balikbayan visa and than renew a tourist visa each 6 months there-after for another 3 year period equaling 4 years in total and than an Exit.
No more!!! Those that come in on a Balikbayan Visa as of Sept.1st 2022>> that one year period is now counted as one year of (the 3 year max stay period) When the BB Expires, you have TWO years of extensions only.-

I reset and came in on Dec 2019 on Balikbayan and my final extension up until Dec 2022.
So only 3 years total, 1 year with 4 x 6 months extensions.-

My wife and I once forgot to take our Wedding Certificate out with us (her fault!) but were sent a copy via text by a friend and this was accepted by immigration upon our return at NAIA (it can depend on the officer, of course).-
