    But it's their culture Jim,

Culture another english word they have basterdized.

    Culture definitions below
the arts and other manifestations of human intellectual achievement regarded collectively:
    "20th century popular culture"
the customs, arts, social institutions, and achievements of a particular nation, people, or other social group:

As far as i see it the culture here is to not give a feck about anybody else on the planet.
Also seen by the way most people here drive on the PUBLIC highway as if nobody else exists.

My definition of filipino culture = selfish cvnts

We use the word culture because using the appropriate term of habit would indicate an ability to change (which the populus here does not want).

Culture, as previously defined, is more tangible and able to be enjoyed by all, not forced upon a person at 2am.

Bad habits are the CHOICES made which continue to go uncorrected.
Even to use the word tradition, in my opinion, would be incorrect. 50 or 100 years ago I am doubtful that the fiesta (honoring the patron saint in this predominantly Catholic country) consisted of drunkenness, gambling, fornication, and other similar behaviors. My guess is it was a celebration yes, with singing and ancestral dancing yes, but all to be a reminder and of what the saint provides.
But then again, what do I know, I'm just a tourist.

Then again it depends in which country you were on holiday. In Thailand i.e. not a good idea and for that matter in the Philippines neither.

Reminds me of a short vacation in Amsterdam, with four young guys in the room next door playing music and talking loudly until 3am for three nights.

Had to leave early for a flight after that so moved the radio provided in the room at 5am into the wardrobe that backed onto their room, cranked up the volume full and checked out.

But I thank the Lord that we don't have any such issues where we live, just very occasional karaoke that sounds like a guy dying.
