Sounds nice but in many places here in Dumaguete its just not feasible because space is so very limited and tight. Plus who's stopping the motorcycles and even some cars from hopping up on the sidewalk blocking the route a PWD may use.

If the fines for blocking PWD ramps/access were issued to the drivers AND business(es) that built the ramp that problem would be resolved very quickly.

It's cart and horse. The handicap facilities have to exist before you can enforce laws against blocking them. The Philippines is not PWD friendly, a foreigner would be crazy to leave the first world for the Philippines and expect to not lose many of the conveniences he had back home.

If we had any lto officers and a couple of checkpoints a week word would get around pretty quickly through the bamboo telegraph. Laws would soon be followed and especially if they actually walked 50m or so in either direction and nabbed the groups just waiting. And again look how much money the city would make in fines!
Get your bike or vehicle fixed within one week or fix the papers or will be sold as scrap! Change would come quickly.
But this is a logical point of view
