    I think this is what happens when you impose laws in a language that people do not fully comprehend and have a less than stellar education system that teaches through memorization methods instead of understanding and troubleshooting.

    Check out this story and tweets on the DFA Secretary "Teddy Boy" Locsin, he's quite vocal on the subject - and uses some very colorful language.

    Many Laws are poorly written or not well thought out.
    The guests that were thrown out probably could have stayed. I'm not a lawyer but in my mind the hotels could have extended the EXISTING reservation. If a person walked through the door with their bags, showed ID and signed the guest card, those action would make them a NEW GUEST. If the guest is inside the hotel they are not new.
