Local immigration office told me today that I now need this. It costs p2,700 and is valid for a year. First i have heard of it and havent come across it in the newspapers or in any communication from the British Embassy. Tell me this isnt a scam!

True enough, newly implemented. It is only valid for one year if you don't leave the country, it also expires when you exit, so every time you return you get to do it again!

I asked one of the girls at the local BI office directly if it expires when you leave the country and she said no. She said to present it when re-entering the country along with you Passport.

Have you seen something official that says differently Larry?

    Larry.
The immigration site seems to back this up...

    ACR I-CARD CANCELLATION

The ACR I-Card may be cancelled on the following grounds:

Death of the holder (death certificate required)
Adoption of Filipino citizenship by the holder
Termination of Visa of the holder
    Cancellation of Visa
    Voluntary Cancellation by the holder

I imagine leaving the country on a regular tourist visa would fit one of the bolded items.
