We were in the Embassy in Manila to do the Counsel report of birth abroad. They give appointments within ten days for that function so we did not have a long wait. However what I did observe was that they are processing immigration and other procedures now, there were dozens of people there. So hopefully they will get around to you soon. Good luck.
