The biggest prob here with some of those suggesstions is a a lack of education for drivers here,it boils down to me,me and me! If they painted sharks teeth on the road would anyone take any notice! Or even understand what they meant

Respectfully disagree, the problem with traffic in Dumaguete is not so much congestion due to (lack of) infrastructure or too many vehicles.
In my humble opinion, yes there is potentially a problem looking forward, mainly because more and more people seem to be able to afford a car, and the road network is clearly not suited for much more traffic than is already there at present. But to be fair, compared to Manila or even Cebu, Dumaguete is still rather quiet and small. From where I currently live (Magatas) to downtown takes 10 minutes without traffic, and at most 15 minutes if it is busy. So I am still counting my blessings in that regard, not complaining.
If there is a problem to be mentioned about traffic in this city, then it has to be the "rule 1: always assume you are the only one who knows the rules" thing.
If miraculously all those drivers who currently think it is fine to enter a crossing even if there is no space on the other side to swiftly vacate said crossing again, would realize that traffic would flow much better if they no longer engage in such conduct, then even the current small problems with congestion would disappear.
If the city would get some white paint and paint some white shark's teeth on the roads to indicate right of way that would be a cheap anti-congestion measure and might help also.
As for those bridges (I understand they want to do maintenance on both, hopefully not at the same time lol), yes it appears to be a silly project at this time.
