TheDude is right on a LOT of fronts. The love to say how foreigners are pedophiles but most of the cases of them calling someone a pedophile aren't even. Girls have generally sexually matured around 15-16 years old and are sexually ready while emotional and thinking still lacks that comes from experience with the world. But even more so its very common in the Philippines among a number of other countries for men to have sex with 15-16 year old girls and we aren't talking about 17 year old boys as their partners. Most of the men are 1/2 there age older or more. In the Philippines the average age these days for a girl to lose her virginity is at the age of 16-17 where just 10 years ago it would have been 18-19. Now they love to point out foreigners who are having sex with these young girls which while I find it disgusting I find it also disgusting they completely ignore the fact most of these girls are having sex with Filipino men who are well above their age first and the police and law doesn't give a d*mn in those cases. But is there really a different between a 30 year old man having sex with 15 year old girls and a 65 year old man having sex with 15 year old girls? The difference is often the 65 year old is a foreigner and they act like its so much worse then if it was a 30 year old Filipino man. (Keep in mind the real disgust is the times when the adult uses a position of authority or power to get their way but in both cases that is still usually the case).
The even worse thing is most of these foreigners charged are let off very lightly as far as prison time and usually 200-300k peso's buys them their freedom and then they leave the country never to return.
I had a guy I knew here in the Philippines that when he arrived in Manila a decade ago or bit more was in a bar. A police officer approached him to chat and offered to bring a girl to the foreigners hotel for him. The foreigner agreed and the girl who showed up ended up being 15 and prostitute. The guy did his business and the officer showed up in the morning to pick up the girl and that was that. No setup or anything like that. Just a police officer with a side business of finding minor prostitutes for clientelle. I've also been down on the boulevard in the evening before walking and when I was sitting maybe 10 feet from where 2 officers had been standing and watching I had prostitutes walk right up and try and pick me up and not at all quiet about it.
But in the end I'd say the concern shouldn't be about old foreigners having sex with young girls and boys, it should be about that these young girls and boys are simply having sex. After all if she gets pregnant from some young chump think he is going to take care of things at all? The real crime isn't about age of consent or the difference of ages of those having sex, its about those who are to young having sex at all. Why is it fine in a society for a 15 year old girl to have sex with a 17, 22, 30 year old filipino guy but not alright if its a foreigner be them 25 or 65?

Thank-you for pointing out these distinctions of what defines pedophilia from other unauthorized sexual behaviors with minors.
Your linkage of demonizing foreigners and the protectionist attitudes of the ruling, wealthy class of a few, combining in part to keep the nation as a whole in poverty and a lack of genuine, uplifting financial options (especially for women), provides food for thought.
Hmmmm.... An interesting set of linkages and outcomes you have stacked together.
Like yourself Dude, I wish I had an answer to eliminating this problem. But I don't know if this issue will ever be completely extinguished.
So for now, I am at least glad the cops are making it more difficult for these perps by getting these guys (and in some cases, gals, too) off the streets and away from the general population.

AN AMERICAN faces child trafficking charges for allegedly luring minors to be his sex partners.
Kenneth Rosebush, 65, who lives in the Capistrano Complex subdivision in Cagayan de Oro’s Barangay Gusa, was arrested Tuesday night by the National Bureau of Investigation (NBI) agents.
Rosebush went through inquest proceedings at the City Prosecutor’s Office Wednesday.
Rosebush had been under surveillance for weeks following a complaint from the mother of one of his victims.
Angelito Magno, NBI regional director, said a 15-year-old girl believed to be working for Rosebush was also arrested.
Magno said Rosebush approaches minors and asks them if they want to be his helper or girlfriend.
One 16-year-old said Rosebush’s assistant and girl friend introduced her to the American.
After one month working as a Rosebush’s helper, the 16-year-old also became Rosebush's girlfriend after the American broke up with his assistant
