Don't sweat it Jack. Think about it rationally. Anytime you get something from a government office you have to pay for it. You get a photocopy of your passport...You pay. Need a land title copy ...you pay. and on and on... Sorry Dong wali quarta I can't avail of the breathalyzer test.. problem solved Plus if using these things requires instruction to be followed they will just give up.
