Regarding Apple TV. It depends on what you use your Apple TV for. For me it is almost completely a streaming device from my Mac. Meaning the thousands of movies, songs and photos I have on my Mac and attached drives stream to my TV via Apple TV. That will certainly continue to work via wifi in the Philippines.
You can also change your itunes account on any device to a different country - in this case the Philippines. I believe this means you can continue to buy songs and other content via itunes. Now does the Philippines version of the itunes store have the exact same content as the US itunes store - I doubt it, but haven't compared.
Now as far as other streaming services supported by Apple TV, I don't have any experience.
