    Seems like home owners have different views than renters, i lived in Dumaguete for a year before I made my decision where to build. Make a plus/minus balance sheet of your values when deciding. I have foreign friends moving to both towns.

    I don't live in Bacong either. But I spend a lot of time there. So I really never heard any bad stories concering Bacong. Actually the same stories you hear of any nearby location. Not more not less.

    I think they have to be strict because Valencia I understand made a few blunders a number of years ago with some of their permits.

    I guess that is your perception. Personally, I've met a few stand up foreigners and a whole lot of trash foreigners. The distribution seems to be pretty uniform across the island.

    Personally, I don't see that it has to be a choice between those two areas. The only reason would be if you want to live in a foreigner 'cluster' and spend a lot of time socialising with like kind. We live 10 minutes from Valencia, 15 minutes from Bacong, 15 minutes from Robinsons/just about anywhere in the centre. A quiet area with a very small number of non-locals. I'm sure there must be other similar areas around, with much cheaper land prices than Bacong/Valencia.

    I can think of a plethora of adjectives to describe some of the foreigners I have seen in Bacong. "High-class" certainly ain't one of them!
