    Most Balikbayan Box shippers have a arranged schedule of Philippine Customs fees. LBC charges $9.00 for a laptop: http://lbcshippingcart.ph/tax
    Unfortunately as a laptop includes a battery it can not avail of air cargo shipment (10-15 days) and must travel by sea. Last month we sent some pricey PC graphics cards by air and no custom duty was charged.
    Looking at shippers websites I've seen none limiting box values to $500 and seldom do we came in under that number, particularly in sea shipments.

    Without the customs papers (proof he paid import tax) he likely had a hell of a time getting it registered (and if he ever wanted to sell it he would have to find a clueless person to take it off his hands.....though there are plenty of those types around). Not saying it is impossible to get it registered, anything is possible if you pay off the right person.
