The spillway going to BIR is still accessible, if the car is a bit higher on wheels. A more sporty car with a low front spoiler cannot make it unless you take the damage for what it is. Motorbikes also seems not to have many problems to cross.

Just because I can I wanted to try my luck today and took the car across the BIR spillway.
No water flowing over it anymore, but yes damage (meaning holes, and the BIR side is a fair bit steaper (and more slippery) than it used to be.
Conclusion: fine to use (carefully) when going from the BIR side towards the Farmers Market, in the other direction you better have enough power and grip (many bikes needed to shed passengers).-

It is dangerous to cross fast moving water in any vehicle. It should be avoided at all costs. If you can't see what you are driving on you do not know if it is even there.

Shhh. No sense in worrying about that until they have collapsed. It's the 3rd world way. The Afghans (and most other Muslim countries) have a single word for this: "inshaallah" (god willing). If you tell a Muslim you need something from them and that word is anywhere in their response you can pretty much forget about it happening.
Were you around when the last big Typhoon hit back in 2013 (I think)? Spillways were washed out, bridges damaged, houses and bodies washed out to sea, power out for weeks, water out for months. Nothing changes.-

I can add to that... I was fixing the gate here in the rain when I heard a LOUD *KLIK KLOCKING* sound, I stood up wondering what the hell was making the racket, then looked towards the sound, our little stream here which the Sister In-law had just crossed a minute or so earlier went from 12" of water to a 1M/ 1.5M wall of water rushing down, and it was only very light rain here, barely a drizzle! The sound was the rocks bouncing on each other from the force of the water! FIRST time I have ever in my 56 years seen anything like it! And it was MOVING FAST! Had the SIL been crossing there would be no way her or her baby would be with us today!-

Apparently, BOTH "spillways" were washed out, but as of Saturday, 3pm, only the hypermart crossing has a sign. No sign on the BIR (upriver) crossing, has it been filled in, most likely still out...
Both bridges, at Real / national and cervantes are OPEN, but traffic is twice a heavy as usual. And that's with only half the trikes.-

Slight improvement to in’sh’allah....”mumkin (perhaps if) in’sh’allah (God willing) “....sorta doubles the chances of diddly squat happening. With in’sh’allah I have been surprised once or twice. If you hear mumkin there’s no way it will happen. Any other contributors have idioms/language quirks from their countries of origin to suggest it won’t happen?
I’ll start the ball rolling...”dreckly” (transl: directly, soon, might). Meaning: mañana but without all the rushing about.
