A few projects seem to be on hold at the moment because the appointed contractors are from other islands. The road past Valencia municipal hall being one case.

You would think that with all of the workers that lost their jobs in other areas in the Country, they could reach out to them and give them some gainful employment. I sure many were from construction projects.-

The Colon Street bridge should have first been completed and reopened before ever beginning construction on the Batinguel-Bagacay Road. Because blocking off the only other paved diversion around downtown for residents in this area of Duma, only served to needlessly force these residents to join the hoards of other motorists already attempting to cross the crowded National Hwy bridge bottleneck downtown.

It's not really my money being spent....well, maybe a little here and there....but I did have an opportunity to get a glimpse of the Colon Bridge (which has been closed the longer of the two) from the turn off Colon St to cut over to Dr. Miciano Rd. I had to laugh since I thought it would be much further along. You can see the actual end of the span abruptly ending about three storeys above the level of the river bank. Not the first hint of an approach ramp. It will be a very long time before that bridge accepts traffic.

Cancel the contract and let the municipality take over. They are capable since I watched them install a much longer concrete road in Sagbang with municipal supervisors, daily labor and an a portable concrete mixer. Would have been done months ago had they gone that route to begin with.
They let PhilSouth take on the abysmal road a block parallel and they came in and had the entire elnth concreted inside a few weeks. I guess they didn't get the contract for the trim because that's still torn up. Waiting for workers from Cebu to put in the pavers? Yeah....it's just fine that you have two adjacent parallel blocks closed indefinitely in the commercial/governmental center of the town. Makes perfect sense.-

A few weeks ago, Yes The Best had some pictures of the Colon St Ext Bridge. Should be a while, they need to build the roads for the ramp to get on the bridge and it did not look like that had even begun.

Draconian Government lockdowns that isolate Dumaguete from entire provinces are not the fault of the contractors. They are solely the result of the government ordering the lockdowns. Not to say they made improper decisions based on the facts available. Now, these problems and many other negative impacts were known well in advance of the lockdowns but they also knew certain costs would have to be paid in return for the alleged benefits to society. However, I don’t think the contractors should be forced to bear the entire cost either; contracts with them should NOT be broken without just compensation. They deserve any compensation due for prohibition of travel to their work sites. The people of course suffer the most but the pandemic came in through nobody’s fault and the people elected the decision-makers who reacted this way. The people were not without a voice; they elected some very STRICT people as regulators to say the least. Operational decisions perceived by the public as draconian and poorly thought out, as made by governors, mayors and engineering departments may best be judged by their employers, ie the people, who can vote in the future. Could exceptions have been made for projects such as this?

Basically, they F...d up when they won the contract to build the Covid Quarantine Centre and found that due to things as they were, had to share the workforce they had between 3 sites, and well ........................-
