Bi orders deportation of 600 foreigners

I know at least two guys that fit the reasons for being deported. One has been here for years after his visa expired, he just wanders around asking for handouts. The other guy reportedly had a hit and run vehicle accident, left the country then came back by boat, aka, back door. I don't know either of these guys well but it would be an improvement if they were removed.
