It has been discussed on this forum before, most recently just a few months ago when several members were asked to fill out a "registration of foreigners". A long time Valencia resident (many would know him as Santa Clause, his name is Mike) was asked by the police to be a representative of foreigners between the police and foreigners. He declined.
