Oh No My Friend a Consul is an Embassy Official or designated Law office that can provide consular services. The Us have one in Cebu ( at the Waterfront Hotel I believe) The UK has no such place anymore. a Warden is an Unpaid Agent ( so to speak) of an Embassy, That acts as a Go between with Citizens of Countries and Consular services at the Embassy Hope this helps you to Understand

Well My Friend, that is the Embassy Warden For the UK, The US also have a Warden, they are the Link Locally between a Citizen and the Embassy in Emergencies, Most Embassies have a Local Warden, I am surprised you didn't know this
