    Like Crystalhead said the capacitor has probably failed. It's fairly easy/cheap to repair.
    As you come from Bacong go past the Ceres bus terminal, cross the bridge. Turn right on the first street and there is a small repair shop just around the corner on the left side of the street.

    They shop also repairs some appliances. Blenders and microwaves I believe.

    Further, the motor capacitor simply gets burned out owing to overheating or age. However, the chances of burning motor capacitors may increase when your ceiling fan is way too old. Solution: there is a single solution for this problem which is to replace the motor capacitor.
