Just returned home from Cebu. Went to BOI in the J Center Mall second floor. Arrived to the office about 9:30am and in 36 min. was out the door finished with exit clearance in hand. They were very efficient, the same man I remember from 3 years ago was swift and helpful. Take 3 passport color photos. 500p is the payment, there were only about 15people total waiting for service. A very pleasant experience.

Found out today : For over one year exit can be done in Cebu at this newer location. J Centre Mall AS Fortuna St. Mandaue City second floor 032-505-4166 Can be done a few weeks before departure and is good for 30days. Take along copies of both sides of ACR card, 6 2x2 color photos, copy of last extension stamp and also stamp of last arrival and the bio page information inside cover. ALSO take along your receipts and copy them of your last extension. Doing this in a few weeks and hope it is done same day, staying over just in case. I am taking travel info too in case they ask. Leaving the kitchen sink at home.

Went yesterday, arrived around 1045 and just over an hour and a half later had the clearance. There were quite a number of folks but thought the staff were helpful. All they wanted was three 2"X2" color photos. They did not ask for photo copies of everything like a visa extension in Dumaguete. The form you fill out asks you about when, where and how you are traveling out of country. I had my itinerary for the flights out and the ones coming back in 6 months so that was covered. Not sure why they would ask for info on coming back as not everyone would have that and can't see what it has to do with you leaving.

They know it is needed....but they aren't the policy/law makers.
That's just not possible. You never really know when they are going to decide to allow ECCs to be issued out at the airport. One day there will be a sign at the airport saying you can get one before you fly for a price 3 times more than what's listed on the BoI website, which then every expat that wasted half a day at an immigration office will take a picture of and then go post online, and then the next week the sign disappears just as fast as it appeared (and with just as much notice) and everyone that saw the picture online gets shafted when they walk up to the window thinking they are going to get an ECC.
It's really just not worth the risk to go to the airport without one. ECCs and return tickets (which almost always end up getting thrown away by me) are annoying, even more so when you have them and no one asks to see them, and a bit of a hassle but they are a bargain compared to what you'll end up paying if you get caught by the wrong person without one.
