OP has yet to reply. I see no real point in this thread. Chances are that the OP has no history in running a local business and won't be the next San Miguel or Jollibee, no respectable returns would ever be had before the business was ran into the ground by incompetence and/or local competition. If you want to be a business partner invest in the Philippines stock market. You can legally be a "business partner" in well established businesses ran by competent local owners and see some actual returns. Going in as a business partner locally is a fast way to lose a lot of money and give yourself nothing but headaches. There is a steep learning curve and few foreigners will ever be successful in the Philippines.
Be smart, go with the established and missive corporations. Mom and pop stores will be ran out of business by these larger corporations just as they have in every other developing/developed country.-

Some answers here may seem a bit crude, but yes bad things can happen here.
I would say that proceeding cautiously is probably best, and advice to live here at least one or two years before starting a business is definitely sound advice.
Looking for a business partner online seems like a recipe for trouble to me (not just in the Philippines).-
