I think you are following the alternative line spouted by those who want to let some leaders off the hook. The doctor you refer to has stated as follows ....

"Another rumor about the efficacy of wearing masks during the COVID-19 coronavirus disease pandemic made the rounds in June 2020, a topic we have debunked numerous times at Snopes. A “60 Minutes” interview from early March 2020 with Dr. Anthony Fauci, one of the leading members of President Donald Trump’s coronavirus task force, was being regurgitated on social media. In the segment, Fauci said there was no reason people in the U.S. needed to wear a mask.

........ and for the past three months he has recommended very strongly the use of masks and is being ignored by most of those republicans in power. Now isnt that strange?

 

I think you will find CDC are just adding symptoms, they are not saying they are the prevalent symptoms but my take is that if you have a runny nose, dont believe its Corona but be awake of the possibility it could mean you are undergoing mild effects of the virus. Just because this sounds rather finicky to the pandemic, its no reason to suggest that the CDC and the WHO are up themselves for suggesting it! Congestion, runny nose, nausea and diarrhea are the four most recent COVID-19 symptoms that the Centers for Disease Control and Prevention added to its growing list of potential signs of the novel coronavirus.

The CDC previously said symptoms include chills, fever, muscle pain, headache, sore throat and a new loss of taste or smell. The agency now lists 11 symptoms on its website.

The additions come as health experts continue to learn more about the disease, and care for very ill COVID-19 patients is improving. Even so, the CDC states the current list doesn't include all possible symptoms for the virus.
